Supply Chains for Jobs in the Industry

  Companies have a choice in who they will hire from and how they will hire to fill their computer jobs. They may hire from IT Outsourcers, IT Service Providers, or Staffing Firms. They may hire to build In-house IT Staff or to have outside contractors develop and deploy their IT projects. This article explains how information technology employment takes place. In 1999 when client-server technology first came in, hiring information technology consultants or outsourcing seemed the solution for companies that had little trained staff. Today, IT environments have become more stable. The trust to develop IT departments and hire and maintain IT staff has become greater.

Today companies have a choice. Many of them will use a combination of IT personnel strategies. For projects where expertise does not exist in-house, companies will rely on IT service providers for staff and support. Often IT staff from IT service providers will develop and turn over a project to in-house staff, training them along the way. The IT service provider may carry an ongoing maintenance agreement that requires maintenance of a turnkey system, thus insuring the IT service provider of continued work. The client is relieved of keeping documentation and interacting with the intricacies of the application. The IT application developer job, database developer job, or web developer job may actually come in-house, with the client company hiring the team leader or project manager who worked on the project. The IT service provider continues to interface with the company. Thus we have the play of contract, contract-to-permanent, and permanent employment opportunities.

As the client hires IT experts from without, bringing new energy and knowledge into the organization, the client can also hire and maintain a core IT staff to be on payroll full-time permanent. Information technology hiring will place with an emphasis on core competencies in application development tools, database languages, operating systems and networking; operations; and user-support. These skill sets will permit the in-house IT staff to work with the IT service provider contractors and consultants, in a seamless way. Full-time company IT staff will implement custom-made applications. Often company IT management and planning staff will monitor work progress and contracts. In-house IT staff will take over and shepherd the application through to deployment.

The opportunities are boundless for information technology employment at all levels. Computer jobs will be supplied by IT service providers, IT outsourcers and IT staffing firms. Experts may be paid a lot to come in and jumpstart an organization, quickly put together infrastructure and a critical application. Entry-level information technology jobs are often filled by people hired in-house to supplement and expand the IT knowledge base, to bring skills from recent education, and ability to learn to grow with the organization in their skills, and learn from the experts who may stay or who may move on.

Companies have a variety of options in their arsenal for capitalizing on the importance of information systems to their organization and business. Their information systems employment strategies include hiring IT staff and developing IT staff at all pay levels. They may hire on an as needed and when needed basis, at the level and technical expertise required. And they may maintain a core of IT staff.

Where the cost of keeping IT staff on board full time is not deemed cost effective, or essential to the primary business of an organization, an IT Outsourcer may be asked to develop and maintain a system or provide a service.

A case in point comes to mind with the development of website portals for several U.S. States. While digital government has increasingly come into play in government, IT is not the primary business of government. As States decided on the function and importance of their web portal in their relation to the public, they had to decide on how essential it was to develop the knowledge base within to develop and maintain their web portals. Kansas, Missouri and xx went to outsourcers to develop and maintain their web portals. New York, California, Colorado and many other States kept the web developer jobs in the State IT departments.

IT Outsourcers fill special needs. Where an IT Outsourcer can provide the expertise, or the service the outsourcer has access to in bulk, the cost for an individual client company may be less and the value of the work essential and great.

Companies have choices in how they will develop and deploy their IT projects, and in turn who they will hire from and how they will hire for their computer jobs. IT Companies with Registered Contracts, IT Staffing Firms and IT Outsourcers are all providing IT services and staff to America's corporate and government sector.
